Chairman Runyard called the meeting to order.

Peregrine moved to approve the minutes as printed. Seconded by Navin. Carried unanimously.

Peter &
Tina Hansen: - Reconsideration of
Oconomowoc
Peter Hansen appeared with Carlene Schwartz, who represented Tina Hansen, who
was out of town on business. She produced pictures of other fences over 4 ft high in
the immediate area and stated that the proposed fence would be 88 ft long, 8 ft high,
and the Plan Commission could select the material. The cost of the trees, as the Plan
Commission had formerly recommended would be prohibitive. Smoke comes in
from a neighbor’s burning barrel and the Hansens have a large German Shepherd
dog. The Hansens yard is up against the railroad track and Hwy 16, so it is not in a
protected area. Carlene stated that the Hansens would be amenable to having a
restriction placed stating that they would have to keep up the fence or that it would
have to be removed if they should move.
Peregrine stated it was still the feeling of the Plan Commission that arbor vitae
could be used to screen their property and moved that the request for reconsideration be denied based on the reasons given at the previous hearing and the comments tonight Seconded by Navin. Carried unanimously.

Mike Herro –
Consideration of Request for Unspecified Conditional Use Status
For a
In 2006 there was a request for a doggy day care from Central Bark. It was approved by the Plan Commission, but denied by the County because they could not meet the requirements for a kennel license, which Mike Herro states the County realizes their requirements are antiquated. Mike has had inquiries from two doggie day cares that have run into barriers at the County. The County suggests trying for unspecified use.
The County wants a clear definition between doggie day care and kennel. Mike would like some direction as to what to advise those who want to put a doggie day care center in his industrial area. He feels an industrial setting would be appropriate. Possibilities would be not having access to the outside for the dogs, having slats on the road side of the building so that dogs could not see cars and not having dogs that were disruptive.
Peregrine stated that he tends to be in favor of
restrictions for the operation, but the Plan Commission is not prepared to
state what these restrictions may be at this time. The Plan Commission does not take action
until there is a user. The Plan
Commission would be amenable to looking at a detailed proposal from a
prospective tenant and then decide on restrictions. Mike suggested that the Plan Commission visit
the facility in
